BACKGROUND TO SITE POTENTIAL
The source of Hampshire's problems is regional planning guidance note 9, which covers the South-East. The Government said that provisions should be made in Hampshire for an average increase of 6,030 houses a year - more than in any other county in south-east England. Due to development constraints caused by many protected areas in the county most developents will be focsed around Fareham. ( South East Hampshire)
A ‘State of the District’ assessment was carried out by the Local Futures group in 2004 and concluded that “Winchester presented an excellent economic development profile and that the local economy is entrepreneurial, productive and knowledge driven, with healthy employment rates and a well educated workforce."
It should also be noted that are only a limited number of sites that could realistically be built upon on in Hampshire due to the New Forest and its obvious planning constraints. Winchester is a town of historical importance and again has many constraints attached to it.
